Well... because the judge in X County will allow more (or less as the case may be) discovery than the judge in Y County. Can there really be another plausible answer?
Probably not, but it's sure not the kind of thing you can tell the judge in county Y. And I certainly don't think it's "good cause" under MRCP 24(d)!
